For further thought: The American Thesaurus of Slang (1942), describes “reefer” as a colloquialism for a pickpocket. The Dictionary of American Underworld Lingo (1950), defines “reef” as to swindle or rob. Perhaps Margaret Jacobs was using slang for a thief. Great post and fun to contemplate.
