Abstract

Contains a petition of Don Manuel Martines y Aguiar, master & supercargo of the Portuguese vessel St. Peter, to Thomas Lee, President of the Council, asking to be consulted in the chartering of a proper vessel for the transportation of its goods to Europe. According to the petition, Capt. John Kelly was appointed to navigate the ship, but was forced by bad weather to enter the port of Norfolk. The petition complains that Capt. Kelly intends to charter a vessel in his own name as absolute master of the cargo to transport it to Lisbon.
