To the honable the Speakers and members of both houses of the Legislature of Virginia The Petition of Joseph Kincaid Humbly sheweth that your Petitioner emigrated from Ireland into this Country in the year One Thousand eight hundred and One and did immediately go and declare his intentions of becoming a Citizen of the United States and residing therein and obtained a certificate to that effect believing he had done all that was required of him to do to be a Lawful Citizen he Purchased a Tract of Land of Joseph & Hugh Wisbey in Monongalia County Containing Forty three and acres 45 poles in the year 1808 and obtained a Deed for the same, but at length your Petitioner was informed he had not complyed with the Laws of this Country in becoming a Citizen and as soon as he had this information he applyed and conformed to all the Laws on the subject, (which was always his intention and which he was always anxious to comply with from the time he first came to the Country Therefore your Petitioner Prays that a Law may pass to vest in him such Estate in the said Tract of Land as the said Joseph & Hugh Wisby had in the same at the time they conveyed to your Petitioner as your Petitioner has paid them fully for the said Land, and your Petitioner will ever pray &c Nov 19th 1811 Joseph Kincaid
