To the Honorable the Legislature of Virginia. The petition of William Heiskell of the County of Lee respectfully represents. that about August last he purchased of a certain L. L. Henderson of the Town of Abingdon a negroe man Slave named Simon. That a few weeks previous thereto the Said Henderson had purchased the Said Slave of a certain Michael Decherd in the State of Tennessee and failed to perform any of the conditions which by the act of February 1812, would have intitled [entitled] him to hold the Said Slave in this Commonwealth.
