Richard Williams Evan Williams We hereby certify that the above named Richard Williams is a man of excellent & unimpeached character: that while he was a slave he was distinguished for his truth, integrity, fidility & devotion to his Master by whom he was emancipated in the year 1800.. That since that period he has always lived with us and that he has supported and is entitled to the character of a perfectly honest man & a good citizen. With Evan Williams, we are not so well acquainted; but we have heard a good character of him & we believe he deserves it. We therefore unite with them in their prayer to your Honorably Body for the passage of a law authorizing Evan Williams to remain within this Commonwealth.
