To the General assembly of Virginia The memorial of the undersigned citizens of Lynchburg, respectfully ask the passage of an act to authorise Tom Garland, late the property of Mrs. Garland of this city, who purchased his freedom some months since, to remain in this commonwealth. His well known character for industry & integrity is a guarantee for his future conduct. He enjoys in high degree, the confidence & goodwill of all who know [him], and the undersigned believe if there is any case in which such a permission may safely be granted it is presented in his, and they pray, therefore, the passage of an act accordingly.
