To the Hono’ble Speaker, and Gentlemen of the General Assembly,  The Petition of Cluverius Coleman of the County of Mecklenburg. Humbly sheweth
That in the month of August Last, Daniel a negro man slave, belonging to your Petitioner, was indicted, for felony, convicted of the same, and by the Court of Oyer and Terminer found guilty. - Received Sentence of death, and was executed, on the 28th day of September following.  at the time of his condemnation the Court in the usual manner proceeded to Value the Said Slave and accordingly set a Value of L 82 on him, which said Valuation they concurred at that Time, (as will appear from a Certificate given under their hand)  was to be paid to your Petitioner, on application to the Treasurer out of a fund, as they apprehended was appropriated for the payment of such incidental charges on Government.  But your Petitioner has since, been informed that, there, is no fund appropriated to the Discharge of such claims, and that your Petitioner is only to get an Audited Certificate, for the said slave's Valuation and that such Certificates are considerably
