native state and soil, or take from him the liberty he has attained by his good and obedient conduct when a slave; both of which circumstances he thinks to be incompatable [incompatible] with the natural rights of man or genius of liberty: first that he shall be driven from his native state and soil, as a fugitive or vagibond vagabond, after having worn out his juvenile days in the service of Virginia, to take refuge in an unknown State or country. An asylem, precarious and not certain; or secondly that the sacrifice of his liberty without any fault in him; but remaining in this country where nature's god and the instrumentality of the laws of this commonwealth, has placed him; can only be the prerogative of the capricious effects of despotism; and certainly far from the intent of the Legislature of this state. Therefore your petitioner prays your honourable body to pass an act to authorise his residing in the county of Monongalia a free man - and he will every pray, &c [etc.]. Littleton
