To the Honorable the Speakers, and Members of both Houses of the Legislature of Virginia. The Prayer and Petition of Cyrus a man of Colour Humbly sheweth that he was lately Emancipated; by the last Will and Testament of Nimrod Evans Esqr. late of Monongalia County deceased he has a Wife and Children who are Slaves and reside in Virginia who are all that is dear to him he therefore prays the Passage of a Law permitting him to live or reside in the state as a free Man, for his Character & good conduct he refers to every person that knows him. he had intended offering a Petition to Court but being advised not he did not Offer it.
