To the honorable the speaker and members of the Legislature of Virginia. Your Petitioner Willis a boy of colour humbly presents - That he was born the slave of a certain John Fowles who departed this life in the year 1813 having first duly published his last Will & Testament by which he liberated your Petitioner -- your Petitioner further represents that he was born in the month of June 1809 and is too young to take care and provide for himself; that he has friends in this State who would (if he is permit to remain therein pay attention to his infancy interest and morals. He therefore prays your honorable body to pass a law authorizing him to remain in this state or such other provision and relief as your body may think proper. Willis
