The Honorable the Speaker and members of the General Assembly of the commonwealth of Virginia The petition of James Scales respectfully sheweth that some short time previous to the passage of the law prohibiting the migration of Slaves into this commonwealth he was in possession of two negroe boys given him by his father named Peter & Starling that he was then living in the State of North Carolina on a plantation which he had been induced to rent & leased out his own lands in the county of Patrick which rendered it out of his power to remove back into into this state within the time allowed by said act[.] These facts taken into consideration together with his anxious desire of remaining a citizen of this state he hopes will induce your honorable body to pass a law to remove the said slaves into this state and thereby fix his permanent residence in the county of Patrick aforesaid unless the assembly will relieve him in this case he will be compelled to make sale of his slaves at the idia [idea] of which he feels the greatest repugnance as they are particular favorite family negroes
