of the commonwealth is not promoted and only a violation or departure for the nice provisions of that act resting upon him. he will find relief in the Gene[ral] assembly. he therefore humbly prays that an act may be passed authorizing him to keep the said Girl in this commonwealth and releasing him from all the penaltys which he may heretofore have incur[r]ed or may hereafter incur.
