November 24th 1824 Pocahontas County I John McNeel Do here by Certify that I have been acquainted with Robert Troute a man of collar [color] upwards of twenty years & dou [do] bel[i]eve Him to be an honest Sober & uprite and well Disposed man of Coular [color] and that he is not inclined to Stir up mischeif [mischief] with those that air [are] Slaves in the neighbourhood and that about Six years ago I John McNeel Sold the said Robert Troute his one time For which he has paid me up and I have given him his Emmancipation which papers Is Recorded in the Clerks Offices of Bath County and that the said Robert Troute has accumulated a Considerable property in this County for which he wishes To remain with in this County untill he can settel [settle] up and Collect all his Dews [Debts] given under my hand this Day and Date above writ[t]en.
