November 24th 1824 Pocahontas County we the under Sinors [signors] Dow [do] heare by [hereby] CertiFy that we have been acquainted with Robert Troute a man of Collar [color] up wards of Twenty years and dow [do] bel[i]eve him to be an honest, Sober uprite [upright] and well Disposed man of coullar and that he is not InClind [inclined] to Stir up mischeif [mischief] with those that air [are] Slaves in this neighbourhood and we Dow [do] bel[i]eve if aney [any] man of Collar Should be intiteled [entitled] to the bennefit [benefit] of Legislative aid he is given under our hands This Day and Date above writ[t]en.
