To the Legislature of Virginia Your petitioners inhabitants of the county of Preston beg leave to represent that a coulered man by the name of Thomas Mcoy and his wife Levina was left free by the last will of Tom H Smith and also lef [left] a considerable estate. Your petitioners believe that their [there] can be no possible evil resulting from suffering the said Tom & wife to reside in this state. They are well known to sup[p]ort the most unexceptionable character & strongly attached to all the people of this neighbourhood[.] For reasons which will be made known to your Honourable body by our delegate who will be charged with this matter your petitioners most earnestly ask that a law may pass giving that indulgence to the said Tom & wife &c [etc.].
