We the Subscribers hereby certify that William Brown a man of colour residing in Prince Edward County Virginia who petitions the Legislature to reside in the State of Virginia is a man of unsullied character for probity and good demeanor and that he has frequently been placed in situations involving trust, and has uniformly proved himself worth of unrestricted confidence. We hereby further certify that the said Brown the petitioner by his industry and exertions acquired a sufficiency of money to purchase himself of his master Col.
