We the Subscribers do certify that Billy Brown a negro man petitioning the Legislature for the privilege of remaining in the State of Virginia and County of Prince Edward, has been at all times for many years past a resident of said county was liberated by his master or permitted to purchase himself at a less price than his value on account of great merit. That he has been many years the servant for Hamden [Hampden] Sydney college and demonstrated himself with great propriety and integrity & ever since has behaved in such a manner as to deserve the character of an honest unoffending industrious man and it is with pleasure that the undersigned living in the vicinity give this certificate Given under our hands this 10th day of January 1826 George King James Morton Jno.
