William Charles Cole Claiborne Governor of the State of Luisiania and Commander in Chief of the Militia therefore To all who shall see there Presents. Know Ye That by an Act of the Legislature of the State of Luisania entitled "An Act to Emancipate certain Slaves and for other Purposes, passed on the 25th Day of February of this present Year." Lewis a black Man late the property of Mr Waters Clark of New Orleans was emancipated as a "[Person for his?] Fidelity and for the Discovery he made of certain Plots threatening the Tranquility of the State," and that the State Treasurer under the Authority of the Act aforesaid paid to Mr. Waters Clark eight hundred Dollars in full Compensation for the aforesaid black Man named Lewis, late his Property.
