We do certify on honor that the election hold on the 22nd day October 1867 in 3rd district County of Alleghany Virginia no qualified white electors voted for a convention, and thirty (30) qualified white electors voted against a convention and that eighteen (18) colored electors voted for a convention and three (3) qualified colored electors voted against a convention. Also that twenty eight (28) qualified white electors and four (4) qualified colored electors voted for Hugh H. Lee, as a delegate to the convention And no qualified white electors, and eleven (11) qualified colored electors voted for John [W? N?] [Woltz? Noltz?] as a delegate to the convention[.] John B.
