We do certify on honor that at the election held on the 22nd day of October 1869 in Second District of Pittsylvania Count of Virginia Seven(7) qualified white electors voted for a Convention and one hundred & fourteen (114) qualified white electors voted Against a Convention and Two hundred & eighteen (218) qualified Colored electors voted for a Convention and Eleven (11) qualified Colored electors voted Against a Convention. Also that One hundred & twenty one (121) qualified white electors and sixteen (16) qualified Colored electors voted for Langhorne Scruggs as a delegate to the Convention and one hundred & seventeen (117) qualified white electors and Twelve (12) qualified Colored electors voted for JJ Lampkin as a delegate to the Convention and Two hundred and sixteen (216) qualified coloured Electors voted for Herbert A Wicker as a Delegate to the Convention and two hundred and sixteen qualified coloured Electors voted for Levi C Thayer as a Delegate to the Convention Also that one hundred and twenty (120) qualified white Electors and Twelve (12) qualified coloured Electors voted for Robert E. Withers as a Delegate at large to the convention from the District comprised of the Counties of Campbell and Pittsylvania, William H Bell, Registering Officer for 2nd Distr. Tho.
