To the Legislature of Virginia

The petition of the undersigned a free man of colour respectfully represents that he has a daughter Lucy Malvin who intermarried some years since with a free man of colour named Spencer Malvin by whom she had three children Sam Rebecca and Thornton And that said Spencer Malvin went off a few years since leaving his wife and children with your petitioner and has not since returned & will probably never return. Your petitioner represents that he is the owner of said Lucy (his daughter) and consequently of her children - that he is getting old and very much desires to liberate his said daughter and her children before his death but cannot do so without he can get the permission of the Legislature for them to remain in the state that if compelled to leave the state they cannot possibly in the land of strangers take care of themselves He therefore prays the passage of a law permitting the said Lucy and her children aforesaid to remain in the Commonwealth of Virginia and in support of his application he defers to the annexed list of signatures
