We do certify on honour that at the election held on the 22nd of October 1867 in District No 3 Washington County Virginia 90 qualified white Electors voted for a convention and 138 qualified white Electors voted against a convention and that 38 qualified colored Electors voted for a convention and 3 qualified colored Electors voted against a convention also that 139 qualified White Electors and 3 qualified Colored Electors voted for Joseph T.
