The said Council shall have authority to grant to the respective boards of trustees of the said schools, the power to confer degrees in its college courses, whenever such authority received the approval of the State Board of Education. 6. It shall be the duty of the Council to carefully prepare and submit to the General Assembly of Virginia all recommendations for the appropriations of money out of the public treasury for the maintenance, support and betterment of the said schools. 7. The Council shall fix all charges to students including tuition and other fees. 8. The Members of the Council shall serve without compensation but the necessary expenses incurred in the performance of their [illegible, wrinkle in paper, several words obscured] [?borne] equally by the respective schools.
