State Normal and Industrial School for Women EAST RADFORD, VA. OFFICE OF THE PRESIDENT (2) favor of one school will impair this confidence and lessen the influence of the other Normal Schools. If any change is made in the name of the Farmville Female Normal School and if any act is passed giving that school the right to offer courses of college grade for the training of High School teachers, the same act should provide that all the other State Normal Schools should not only be allowed but also required to undertake a similar work when their equipment will enable them to do such work. To train teachers for all grades of the public school system including the High Schools is the task of the Normal Schools. It seems that no special act is now necessary to authorize a Normal to do this work.
Each of the new Normal Schools gives promise of great growth and usefulness to the State. They each have the confidence of the public, this confidence begs usefulness. No Normal School can hold the public confidence IF IT IS REGARDED AS A SECOND RATE INSTITUTION, SUBORDINATE OR INFERIOR TO OTHER INSTITUTIONS DOING THE SAME KIND OF WORK IN THE STATE. Leave the door of opportunity and usefulness open to all the Normal Schools ON THE SAME TERMS. Let all of them train High School teachers just as soon as they think it expedient to do so.
THE NORMAL COUNCIL BILL Another Bill has been introduced in both houses known as the Normal Council Bill. This bill retains the separate Boards for each Normal, provides for a Normal School Council to unify the work and purpose of all the Normal Schools and preserves the parity of opportunity and responsibility of all the Normal Schools with ample safeguards against unwise action on the part of any Normal School. It provides that a Normal School shall confer degrees on its graduates when it shall have met certain requirements. This bill does not impair the standing or rank of any Normal School and at the same time does not restrain or limit any Normal School in the scope of work it shall undertake. Under this Bill the most completely developed Normal School has full scope for all its energies and the opportunities of the other Normal Schools are not impaired. Very respectfully, J. P. McCONNELL
