My dear Mrs. Mumford: I have your letter of February 6th, and am sorry to say that I shall be away from Washington the first of next week attending the funeral of the late Representative Bremner. May I not ask that you submit in writing a full statement of the matter you desire to take up? If you will do so you will thereby facilitate the President's consideration of it, for so congested in his calendar for the next few weeks that it is not possible to name an hour when he could see you.
