To the honorable the Speakers and members of the Legislature of Virginia:

The petition of Thomas Fristoe humbly represents that on the 15th day of March 1812 he received from his father in law (a certain Carty Wells who resided in the State of Kentucky but who is since dead) as a present a negro boy slave named Lewis on the account of his having intermaried with the said Wells’s daughter, that the said negro was introduced into this State without the certificate the law required, through a want of knowledge that such a certificate was necessary; He therefore prays the legislature would exempt him from the penalty so unintentionally incurred, and permit him to retain the negro slave Lewis in this State, and your petitioner as in duty bound will ever pray &c.
