To the Honble the Speaker and Gentlemen of the General Assembly for the State of Virginia- The Petition of David Ross Humbly sheweth that having uniformly manifested his attachment to this Commonwealth ever since the commencement of the present war he was not a little surprized at understanding the Honble the executive Councel I entertained some doubts respecting his right to remain as a citizen of the same- He has been informed that, that Honble Body, have referred his case, for the advice of the General Assembly, he hopes therefore as it would be inconsistent with their wisdom and Justice to condemn a man unheard that he may have an opportunity before a proper committee deputed from your Honble House to make his defence, and he shall as in duty bound ever pray &c &c
