Charles the second by the grace of God king of England Scotland ffrance and Ireland Defender of the faith &c To our right trusty and welbeloved Thomas Lord Culpepper Greeting [illegible] Whereas by our letters patents under our great Seale of England bearing date the eighth day of July in the seven and twentieth yeare of our reigne [wee granted?] unto you [illegible] Lord Culpeper the Office of our lieutenant and Governour generall of all that our Collony and Dominion of Virginia in [illegible] all [illegible] rights, members and [appurtains?] whatsoever to hold [execute?] and [enjoy?] the said Office dureing your naturall life next and imediately after the death [suspendure?] fforfeiture or other [soever?] determination of the Interest of [Sir] William Berkeley Knt. and Dominion of Virginia and shall have full power and authoritie to agree and consent unto all such lawes Statutes and Ordinances for the publiq peace Welfare and good Government of the said Colony and Dominion and the people and Inhabitants thereof and such others as shall [resorte?] thereunto and for the benifitt of us our heyres and Successors as [haveing?] [but?] by you with the advice and neverthelesse authorise and impower your in case of Invasion Rebellion or some very great necessitie to passe an Act or Acts by and with the consent of the generall Assemblie without transmitting the same first unto us to raise moneys within our said Colony and Dominion to [answere?] the [ocations?] [illegible] by such urgent necessities And [wee?] give you likewise full power from time to time as you shall judge it necessarie to dissolve the Generall Assemblies And our pleasure is that you shall and may keepe and use the publiqu Seale appointed by us for Virginia and all Grants made and the said councell to [erect?] constitute and establish such and soe many Courts of Judicature and publiq Justice within our said Colony and Dominion where the same shall bee wanting as you and they shall think fitt and necessarie for the heareing and determining of all causes capitall [criminall?] and [civill?] according to law and equitie and for [awarding?] of [Execucon?] thereupon with all reasonable and necessarie powers authorities ffees and priviledges unto them as also to appoint and commissionate fitt persons in the severall Ports of our said Colony to administer the oaths of coppies of all Establishments of [illegible] Courts Offices and Officers powers and authorities ffees and priviledges granted or settled by you as aforesaid bee with all convenient speed transmitted unto one of our principall Secretaries of State and the lords of our privy Councell appointed a committee [for?] trade and Plantacons to be allowed or disallowed by us as wee shall judge fitt And wee doe hereby give and grant unto you full power and authoritie where you shall see cause [or judge?] any Offender or Offenders in capitall or [criminall?] matters or for [any?] ffines or fforfeitures
