3 -12- a figure which is probably rather low for the grade of men required. For the Virginia Military Institute, dividing the total of salaries, including the president, and an approximate allowance for quarters, board, etc., which are in most cases considered additions to the cash salary paid by the total number of students, 368, gives a per capita cost of a little more than $96.00. Considering the narrow scope of work and the rather formal and elementary character of much of the instruction, I do not consider this figure particularly low. The scale of salaries is distinctly higher at the college of William and Mary and the Virginia Polytechnic Institute.
