May 31, 1917. Miss Virginia S. McKenney, Richmond, Va. Dear Miss McKenney: Please pardon my delay in answering your letter of May 18th. I have been out of town for some time and just now have gotten to this matter. I am very much pleased with the opportunity offered me, and I thank you very sincerely. I regret, however, that I cannot accept the appointment. I have but recently come into this state, and am not now a voter, and I feel that this matter ought to be managed by one who has been a citizen of this state for a considerable time, and who is familiar with the conditions and has thought about the establishment of this college, I regret that I do not consider myself qualified to accept your appointment.
