I hardly think it is possible for me to attend the meeting on Nov. 28 but hope it will result in much good.  Miss Jones said she didn't remember that you were considering incorporating in the bill a requirement for state students to teach in the public schools in Va. a given term of years - Such a provision I think will help.  Send copy of letter of Oct 28 to Misses [Avil?] Phillips and Helen Phillips, Lawyers, Va.
