My dear Miss McKinney,
I hardly think it is possible for me to attend the meeting on Nov. 28 nut hope it will result in much good. Miss Jones said she didnt remember that you were considering incorporating in the bill a requorement for state students to teach in the public schools in Va. a given term of years. Such a provision I think will help. Send copy of letter of Oct 28 to Miss "[illegible]" Phillips and Helen Phillips, Lawyers, Va.
