2. The county clerk in Augusta County has been given certain managerial functions, primarily fiscal in nature.

3. The auditor in Pittsylvania County was given rigid budget control and made adviser to the board of supervisors.

4. The engineer in Albemarle, Fairfax, and Washington counties has been given some managerial functions, largely of a fiscal nature.

V. The main features of the optional forms.

A. County Executive Form.

1. Board of Supervisors. a. To consist of not less than 3 nor more than 7 members, one to be chosen from each magisterial district unless there are more than seven or less than three districts in which case the board shall consist of 5 members elected from the county at large.

b. Powers of Board: to be policy determining body; to inquire into official conduct of any office or officer under its control; to set up all necessary departments of government; to appoint county executive and other administrative officers, not otherwise provided for by law, and fix their compensation to adopt the budget.

2. The county executive. a. To be appointed by the Board of Supervisors on basis of merit only. Need not be resident of county at time of appointment. No definite tenure. Removable at pleasure of Board.

b. Principal duties: to attend meetings of Board of Supervisors and participate in discussions; to be administrative head of the county and responsible to the Board; to make monthly reports to the Board; to submit annual budget to Board, and execute it when adopted; to see that laws are enforced; to examine books and reports of county officers and departments and advise board of conditions.

Note: The executive may head one or more of the administrative departments.
