February 18, 1918. Dr. Reid White, Lexington, Virginia. My dear Dr. White: I am requested by Dr. Burnley Langford of Norfolk, Virginia, a member of Medical Advisory Board No. 3, to appoint a successor on the board to Dr. R. L. Payne, Sr., deceased. Dr. A. E. Hattin has been chosen to succeed Dr. Payne as chairman of the board. I will thank you for suggestions in this connection. Very truly yours, [illegible] Governor.
