October 11, 1918. Dr. Carlisle L. Nottingham, Cape Charles, Va. My dear Dr. Nottingham:- Pardon my delayed reply to your letter of September 19th, which I find upon my return from an extended trip in the Southwest, where I went to [inspect?] the military companies, and to endeavor to arouse interest in miners for the increased production of coal, and to speak in behalf of the sale of Liberty Bonds. I have referred your letter to the Adjutant General, who will take this matter up with you without further delay. Yours very truly, [illegible] Governor.
