Westmoreland Davis, Richmond, Virginia. My dear Governor:- I understand that some charges involving Dr. E.B. Nuckol's character and especially as to his work on the Draft Board for Cumberland County, Virginia, has been filed with the Adjutant General of Virginia. I am writing to say that I have known Dr. Nuckols for nine years and take pleasure in stating that, in my judgment, he is a man of the highest character and a zealous and loyal supporter of our Government in all of its war activities, and is, I am certain, in every way well qualified for the position which he holds, I am sure that inquiry among the citizens of Cumberland County will establish this to be the fact.
