To the honorable the [Shearers?] and members of the Segis [latune?] of Virginia: The petition of Thomas Fristoe humbly represents that on the 15th day of March 1812 he received from his father in law (a certain Barth Wells who resided in the State of Kentucky but who is since dead) as a present a negro boy slave named [Lecuis?] on the account of his [redacted] [redacted] having intermarried with the said Wells’s daughter, that the said negro was introduced into this State without the certificate the law required, though a want of knowledge that such a certificate was necessary; He therefore [illegible] the legislature would exempt him from the penalty so unintentionally incurred, and permit him to retain the negro slave [Lecuis?} in this State, and your petitions as in duty bound via ever May 9.
