Dear Mrs. Munford: -
I have just been looking up the matter about which you spoke to me last night and have gone over the City of Charlottesville records and find the following resolution, copy of which I am enclosing you, which was made from the city record book and which explains itself. 
I have spoken to the Mayor, also to a number of the councilmen and they all seem heartily in favor of ratifying again this resolution, and I wish you would advise me your desire in the matter. They will meet next Thursday night and the aldermen then meet on Monday night. However, if you do not think it absolutely necessary, would suggest your using this resolution as a pledge by the City of Charlottesville if you think it would be legal. However, I am of the opinion that the acts of a council two years ago would not bind the present council. However, I am sure you have good legal advice and can advise me in reference to same. 

I have been over the county records carefully, and can find no record of a resolution passed by them, but I have called on the Chairman, Mr. R. H. Wood, and he recalls very well giving me the resolution with the supervisors names on it - resolution similar to the one enclosed of the City of Charlottesville. The supervisors will not meet until February 20th, and I also wish to ask your advice in reference to this meeting.

I hope that you received the bundle of papers (Progresses), also bundle of booklets, and as advised over the telephone, copies of both of these were sent to each member of the House and Senate, and copies of the booklet to practically all the newspapers in the state, and I hope that we will receive some benefit from same. 

As advised last evening, I will have a talk with Mr. McNutt when he arrives home tonight or tomorrow, and will try to get him more active.
