But I was here just five years ago & had a "heart to heart" talk with him then & he expressed his full belief in it as a principle. Believed, of course, in the "state by state" method & I pointed out to him that we were giving the states a tremendous amount of time to prove that they honestly believe in that plan & that in time was not |
