To the Honourable the Senate, And House of Delegates of Virginia: Charles Williams a free man of colour residing in the County of Fairfax begs leave respectfully to represent to you Hourable bodies, That he has recently received his freedom by the demise of Mrs Jane Sinclair widow of Mr Thomas Sinclair dec'd late of the County of Fairfax, in conformity with the provisions of this last will and testament of the said Sinclair. And that he is desirous to be [recommitteed?] to remain in the Commonwealth until he can make arrangements for the removal of himself and family. He therefore humbly prays that an act may pass granting him permission to reside in the Commonwealth of Virginia for the period of three years. And your petitioner would beg leave respectfully to refer to the accompanying certificates of his character, in support of his application. And your petitioner as in duty bound will ever pray.
